Where is Rules in Microsoft Outlook 2010 and 2013

If you are using Classic Menu for Office...


On Menus tab, Click Tools sub-menu to bring up the popup menu, from which you can see Rules command.

Note that the Create Rules and Manage Rules & Alerts cannot be available if you are working offline.

If you are not using Classic Menu for Office...


Open Microsoft Outlook 2010/2013, on the Home tab, in the Move group lists the Rules command. Click Rules, you can see the Create Rules and Manage Rules & Alerts from the pull-down menu. And Rules don’t operate on messages that have been read, only on those that are unread, like the incoming or outgoing messages.
