If you are using Classic Menu for Office...
On Menus tab, click View menu, and Size & Postion command is listed obviously from the drop-down menu. Click this command, it brings up the size and position window.

If you have not using Classic Menu for Office...
When inserting a text box in visio, you often need to reset its width and height by using the size and postion window. Different from the classic style interface of visio 2007 and 2003, it is not easy to find this command on the Visio 2010 and 2013 ribbon.
In the ribbon of Microsoft Visio 2010/2013, navigate to View tab, under the Show group, click Task Panes dialogue box launch, you can see the Size & Position from the drop-down men. By clicking this item, there appears the size and position window.
